Corporation would be prepared to consider a proposal from the Governor if submitted in the usual form. I would add that Sir Frank Stockdale saw the papers at the Colonial Office in January and suggested that the factory should be run on commercial lines.
The Secretary for Development, Hong Kong, (Dr. G.A.C. Herklots), who is the chief sponsor of this and other Hong Kong development schemes, has recently left the Colony, is in this country at present on leave and from the 1st October will be serving in the Colonial Office and so would be available for consultation if desired.
